Universities are highly responsible for developing new theories through innovative research studies in all around the globe. Students and scholars are putting their best efforts to produce new facts and principles in these centres of higher studies. In India we have around 350 universities and every year almost 12000 PhDs are being produced by these universities. Avoiding duplication of research work is a serious matter of concern to all nations.
Innovations in ICTs become a boon to avoid duplication as well as utilization of these studies. An electronic submission of these dissertations and theses are known as ETDs. ETDs giving possibilities to incorporate new technologies and multimedia contents for conveying research outputs in more attractive and interesting way. ETDs are playing a major role in avoiding duplication and also forcing extensive utilization of these resources. I am recollecting an incident occurred couple of years ago in a department of a university (deliberately hiding the name) where two scholars were worked on same topic for around a full year. The university authority came to know about the duplication of this topic when it was discussed in a council meeting for registration. This happened in a department where two scholars and their guides worked on the same topic for a year of so. It happened in a same session, in the same department. Now one can imagine the state of duplication in the inter universities research studies. Though, Information and Library Network Centre (INFLIBNET) in India has been putting best of its efforts to provide updated listing of PhD theses with the help of UGC’s declarations note of every individual theses which they have started receiving few years back only. The Centre is also trying hard to give national guidelines for ETDs to the Government. ‘Vidyanidhi’ project is an excellent example of ETDs in India. Still implementation of ETDs at national level is cut throat need of the hour.
Words in against of ETDs:
Many of the universities are not in favour of providing their research outputs (Dissertations and Theses) on public domain. Even few universities do not have listing of research works on their websites and any other form.
Words In favour of ETDs:
On these research works national money has been involved (salaries of a guide and subscription of information resource being paid by Government i.e. UGC, AICTE or other national agencies which is public money). Therefore, outcome of these universities must be available to all citizens of the country free of cost. Sharing of these resources would encourage the more productive and quality research works.

The Electronic Theses and Dissertations Collection
The Graduate School at the University of North Carolina at Chapel Hill began to accept dissertations and theses electronically for graduation in the spring of 2006. Institutional repositories
Nowadays, it is a trend of Institutional repositories all around. Many of the institutions have their repositories which they have built on various open source software. The saddest part of this is that various institutes had created these digital repositories for testing or trial purpose only and could not maintain the pace to streamline those. Many of them are closed and are not being updated regularly. DSpace at INFLIBNET, an institutional repository of the Centre, which is responsible for creating the vibration in the use of open software software for digital library, and for many other important issues, is also not able to host its own institutional repository on regular basis. The SAO/NASA Astrophysics Data System (ADS) is a Digital Library portal for researchers in Astronomy and Physics, operated by the Smithsonian Astrophysical Observatory (SAO) under a NASA grant. The ADS maintains three bibliographic databases containing more than 7.3 million records: Astronomy and Astrophysics, Physics, and arXiv e-prints.
OAIster Gives access to a large number of eprints archives and electronic resources and through the OAI harvesting protocol reveals digital resources previously "hidden" from users behind web scripts.OAIster currently provides access to 18,530,232 records from 1039 contributors. OAIster is a union catalog of digital resources. We provide access to these digital resources by "harvesting" their descriptive metadata (records) using OAI-PMH (the Open Archives Initiative Protocol for Metadata Harvesting.

NasaTechnical Reports Server
NTRS provides access to NASA's current and historical aerospace research and engineering results. NTRS integrates three separate information collections and enables search and retrieval of information through a common interface: NACA Collection: Citations and reports from the NACA Technical Report Server (TRS), http://naca.larc.nasa.gov, are now in NTRS. The NACA TRS site is retired and no longer in service following the consolidation of citations and reports into NTRS. The NACA collection is historical information from the NACA period lasting from 1915 to 1958. NASA Collection: Citations and documents created or sponsored by NASA. The NASA collection time period starts in 1958 and continues to the present. NIX Collection: Citations and images, photos, movies and videos downloaded from the NASA Image exchange and served out through NTRS. OSHA/EPA Occupational Chemical Database
OSHA and EPA jointly developed and maintain this database as a convenient reference for the occupational safety and health community. This database compiles information from several government agencies and organizations. E-Stats: Measuring the Electronic Economy
E-commerce data were collected in four separate Census Bureau surveys. Since couple of years, I was thinking to compile a list of electronic resources in general and journals/magazines in particular, available free of cost on open access mode via Internet. According to me, librarianship is a profession where one has to keep their eyes and ears open to keep up to date himself/herself with the latest development in their respective interest areas. Innovation of technology is changing ways of floating ideas in view of global perspectives of its usage.
